All of the files on this website are PDFs. You will need Adobe Acrobat Reader to view the files. You can download Adobe Acrobat Reader for free here.

To download the PDF, click on the link to the PDF, then click the Save icon that will appear when you hover your cursor near the bottom of the screen (see the green arrow on the screenshot below). To print the PDF, click the Print icon that will appear when you hover your cursor near the bottom of the screen (see the red arrow on the screenshot below). 

If the downloaded PDF of the complete document on that page has a table of contents link, the complete document will have bookmarks corresponding to the items on the table of contents. These bookmarks, when clicked, will take you to that point in the PDF. To view the bookmarks, click on the icon show in the screenshot below (the red arrow indicates the bookmark icon).

Once the bookmark icon is clicked, the bookmark menu will expand. Click on any of the titles to jump to that point in the document. In some instances, you will see a + next to a bookmark title. Click the + to expand the bookmark and see more bookmarks. See the screenshot below for an example:
